One below-ceiling fallback can reset the negotiation

The latest pilot capture puts Jurong suburban retail at $19.9 psf pm against a fair-range high of $20.4 psf pm. It is the only tracked cluster whose representative asking line remains below the top of its range: Chinatown, Orchard, Serangoon, Tampines, and Hougang Green are all asking above theirs. That does not make Jurong automatically cheap or interchangeable with every shortlist. It makes the cluster useful as a control.

A control changes the conversation because it shows that an available retail option can still sit inside its working benchmark. The comparison should be adjusted for catchment, format, frontage, trading pattern, handover condition, and operator fit, but it prevents an above-range quote from becoming normal simply because every option left on the shortlist tells the same premium story. One credible fallback can expose whether the preferred unit is earning its gap or merely benefiting from a narrow comparison set.

The decision cue this week is simple: keep the $19.9 psf pm Jurong line visible when testing a stretched suburban or mall quote, then write down what the preferred unit delivers that the fallback does not. If those advantages cannot be translated into revenue, operating flexibility, or lease value, the premium has not yet earned its place in the benchmark.
